Peking, September 22, 1911. WITH reference to my telegram No. 199 of the 7th instant, I have the honour to transmit to you herewith the translation of a memorial by the Revenue Council,* proposing the appointment of Mr. Chang Chin, an assistant director of the 3rd section of the council, to proceed to India to watch the opium sales in accordance with the terms of article 5 of the opium agreement of the 8th May.
The Imperial rescript sanctioning the appointment was given on the 14th September.
